Nowadays the humanitarian aid complex is both the reason and the response to the existing social problems.
For instance, humanitarian aid and civil protection of the European Union in Central Asia is commonly considered as a complex of past and future crises (Cordier, 2013). The emergence of conflicts in the region and the spread of instability from Afghanistan entailed a transition from training programs to disasters to the traditional humanitarian assistance. In the recent years, Central Asia humanitarian assistance decreased but due to the possibility of natural disasters and man-made disasters, political crises in the region and in neighboring countries, the scope of humanitarian aid remained volatile. ECHO and other donors considered it a necessity to maintain a presence in the region. Thus, ECHO gradually integrated their activities and structure in Central Asia with projects in adjacent areas of Afghanistan. In connection with possible emergencies, the policy of involving European NGOs in favor of the EU social protection mechanism is thought to be avoided as long as possible, since the EU does perceive the idea of intervention and proclaims to focus on significant reduce of the aid amount in order to decrease the excessive dependence on foreign financing.
Finally, the EU is thought as a resource of peace and security. The question is whether the Union does follow its international action and foreign policy for the name of peace keeping and security provision or it is simply a concept, artificially formed in people’s mind.
