The government supported exchanges between non-governmental actors (for example, between the Royal United Services Institute and the Council for International Affairs of Russia).
The British Council will explore ways of constructive interaction with Russia, to improve human rights, freedom of expression and the rule of law. The FCO will also work closely with other international partners and, through the UN Security Council, better respond to current Russian foreign policy and the "sphere of influence" strategy. [4]
The pressure on non-governmental organizations and restrictive legislation, including the laws "Foreign Agents" and "Undesirable Organizations", causes serious concern to the FCO, and we raised these problems directly with Russia. FCO provides financial support to the programs of the Council of Europe, which work with the Russian government to address issues such as corruption and the rule of law [3]. Thus, relations between Russia and FCO are developing.
The Committee on International Affairs continues to encourage special attention to the promotion and protection of human rights of official high-level contacts with Russia [3-4]. FCO supports projects aimed at improving the situation on the ground [3], by increasing the funding of civil society in Russia [4-5].
The FCO regularly discusses human rights issues in Russia on a wide range of international forums, including the UN, the EU, NATO, the OSCE and the G7.
The British Council has clearly defined its position in relevant multilateral forums, including the UN, OSCE [4] and the Council of Europe. Russia is also listed as a country of concern in the FCO Annual Report on Human Rights.
Sanctions imposed against Russia as a result of its actions in the east of Ukraine and in the Crimea are currently being applied by EU member states. But for the FCO, it remains to be seen how Britain will impose sanctions after Brexit, whether Brexit will lead to changes in the sanctions regime. Therefore, the FCO will analyze the costs and benefits of possible future sanctions imposed by the UK. The UK must publish the analysis, in order to apply sanctions by March 2018 [3].
The growth of counterfeit news in the UK raises serious concerns. In this situation, the UK faces the problem of becoming an isolated actor supporting a policy toward Russia. This can lead to further deterioration of long-term relations between Great Britain and Russia [4].
The FCO should be open to consider all the proposals that the Russian government can offer to resolve the situation in Ukraine without the Minsk agreements. If Russia demonstrates compliance with international law in Ukraine, it is possible to lift sanctions () and give Russia a plan to restore positive relations with the West [3-5]. The government of Great Britain proposes FCO to describe in detail the exact responsibilities of Russia with regard to the Minsk-2 agreement. It is therefore very important for the international community of countries to recognize the need for ways of rapprochement [4].
The FCO continues its investigation of crimes committed in Syria. British Council of Inquiry, conducted by organizations, such as the Independent Commission of Inquiry into the UN. The British Council also supports efforts to collect evidence that can be used to bring perpetrators to justice in national or international courts or tribunals that have or may have jurisdiction over these crimes in accordance with international law. In December 2016, the FCO joined the fight against terrorism, in which an international independent mechanism was established to protect the rights of prosecutions of persons guilty of the most serious crimes under international law in Syria [4-5].
Conclusions
I address the Foreign affairs committee (FCO) and British council and Foreign and Commonwealth office with recommendations on their activities on the basis of a critical analysis of the activities of the committee.
Recommendations for British council and FCO in the correction of relations with Russia:
Dialogue on NATO enlargement, the creation of a new security system in Europe;
Bilateral agreements between the Russian Federation and Great Britain;
3) Strengthening cooperation between Russia and Britain on combating international terrorism, revising the financial system, creation of an international financial center, joint assessment of external and internal threats, energy security, immigration;
4) Share experiences and ideas, cooperate in such areas as salvage at sea, and the elimination of the consequences of disasters, where our interests coincide;
5) To further strengthen bilateral cooperation, it is important to ensure regular investment conferences and forums, to operate science cities in Skolkovo and a similar center in the United Kingdom;
6) Both sides should simplify and speed up as much as possible procedure for issuing visas;
7) The British Parliament must continue to take action against examples of outright lies in Russian state broadcasting;
8) The British Council should explore ways of constructive interaction with Russia in order to improve its consideration of human rights, freedom of expression and the rule of law. The FCO should also work closely with other international partners and, through the Security Council, better understand and respond to current Russian foreign policy and the "sphere of influence" strategy;
- The British Council and the FCO should be interested in Russia as a partner and model for solving problems - integration of migrants, adaptation;
- Regular mechanisms for expert exchange of opinions, global development and forecasting regional.
In modern conditions, the Russian economy is increasingly falling into increasing dependence on foreign economic relations, as well as anti-Russian sanctions. Economic relations of Russia include the movement of capital between countries, currency relations, labor migration, scientific and technological exchange. International economic relations are a vast complex of trade, production, scientific and technical, financial ties between states, leading to the exchange of economic resources, joint economic activity. The foreign economic policy of states exerts a significant influence on the world market. It manifests not only common, but also independent national interests. The modern international trade of Russia is increasingly transformed into a long-term relationship between suppliers and consumers
